The US Air Force ordered 15 full-scale development (FSD) aircraft (11 single and four two-person models) for the flight test program, but eight was reduced (six F-16A single and two F-16B two people). The YF-16 design was changed for F-16 production. The trunk was extended by 10.6 inches (0.269 m), a larger nasal body was placed for the An/APG-66 radar, the wing area was raised from 280 fit frames (26 m2) to 300 fit square (28 m2), the tail-finish height was reduced, the abdominal fingers were enlarged, the two stores were added and the original nasal stations were added and the original nasal was replaced by a single door. With these modifications, the weight of the F-16 was increased by 25 %compared to the YF-16.

On June 7, 1975, four European partners, now known as the European Participation Group, were enrolled for 348 aircraft at the Paris Air Show. This was divided as 116 for Belgium, 58 for Denmark, 102 for the Netherlands and 72 for Norway for Norway. Two European production lines, one at the Schiphol-Oost facility of Fokker in the Netherlands and the other in Sabca's Gosselies facility in Belgium, would produce 184 and 164 units, respectively. Norwegian Kongsberg Vaapenfabrikk and Danish Terma produced pieces and subsidies for EPAF aircraft. The European joint production was officially launched at the Fokker factory on 1 July 1977. Starting from November 1977, the components produced by the Fokker were sent to Fort Worth for body installation, then sent back to Europe for the final assembly of EPAF planes at the Belgian factory on February 15, 1978; Delivery to Belgian Air Force began in January 1979. The first Dutch Air Force plane was delivered in June 1979. In 1980, the first aircraft was delivered by Sabca to Norway Royal Air Force and by Fokker to the Danish Royal Air Force.
